Party Organization
The McLean County Democratic Party is organized in compliance with the election laws of the State of Illinois, in conformity with applicable rules of the state and national Democratic organizations, and, within that framework, according to the will of its members, as represented by the precinct committeepersons whom they biennially elect. The basic political unit is the precinct, of which there are 110 in McLean County. Each is represented by a precinct committeeperson - either chosen by its Democratic voters at a biennial primary election, or appointed by the county chair as necessary afterwards to assure representation for all precincts; taken altogether, these committeepersons constitute the McLean County Democratic Central Committee. The newly-elected or re-elected committeepersons assemble in a county convention every two years to elect the Party officers. The following links display the Party officers elected on March 29, 2004, the members of the Party's executive subcommittee designated by the county chair (including McLean County Democrats holding elective office), the functional subcommittee chairs appointed by the county chair to assist with particular Party activities, and the precinct committeepersons currently serving. The intention is always to assure that the McLean County organization remains democratic, as well as Democratic, while being and becoming as effective as possible.

Glossary of terms
County Central Committee - The entire body of McLean County Democratic precinct committeepersons.
County Convention - A biennial gathering of precinct committeepersons, held following primary elections, for the purpose of choosing Party officers.
Party Officers - Those precinct committeepersons chosen by the county central committee, at biennial county conventions, to direct the activities of the Party. Currently, these comprise a chair, a co-chair, a recording secretary, a treasurer, and twelve vice chairs.
Executive Subcommittee - A body consisting of the Party officers, the chairs of functional subcommittees, Democrats holding elective office, and such other persons as the county chair may designate, formed for the purpose of advising the county chair on the management of the activities of the county organization.
Functional Subcommittees - Focused committees whose chairs are appointed by the county chair and which function in particular areas of political action.
Precinct Committeeperson - One who represents the Democratic Party's interests in a legally-defined electoral district. There are 110 precincts in McLean County.
