This subcommittee is the "cabinet" of the McLean County Democratic Central Committee, composed of the Party officers elected by the precinct committeepersons at biennial county Democratic conventions, the chairs of the several functional subcommittees appointed by Chairman Penn and serving at his pleasure, McLean County Democrats holding public office at the federal, state, county or local levels (including those municipal officials elected on a nonpartisan basis), and such other persons as Chairman Penn may designate.
The subcommittee functions are: (a) to advise Chairman Penn on the development of Party organization, policy and strategy; and (b) to initiate and receive suggestions, to receive reports and gather information, to consider and discuss, and to frame proposals for Chairman Penn's action or, where required or desired, for the voting consideration of the full Central Committee.
